CSO's don't dive in to save a drowing child?

Maybe they couldn't swim? Maybe they panicked? Maybe they were old and didn't feel physically able? Maybe they were just insensitive louts. But there are plenty of people out there who just plain don't know how to respond in an emergency and they were evidently two of them. Don't be too hard on them, they have to live with it for the rest of their lives too.
