Who is a better Captain America?

I personally don't give a crap about Jack Munroe and if anybody wants to say Isaiah Bradley than by all means. I personally thought Steve was symbolic but I prefer Bucky simply because he is a realist and a phenomenal fighter without the super soldier serum. He also did all of Cap's stealth-ops wet work in the field and if given the serum I believe that he would surp Steve abilities considering the fact that Steve wasn't fit for duty. I'm basing my bias off of skill and personality, but symbolism and purpose are very relevant as well. Make a good argument regarding your choice.
