First of all, he keeps changing his story. First, he was stepping down due to his health. Then, he was being railroaded out of Congress. After that, he said it was an ethics investigation into his behavior at a wedding. Then, it was about what he did at his birthday party. There's also stories that he tried to force himself on fellow sailors in the Navy. Basically, he's a nutcase who only got into office because he was riding the anti-Republican sentiment of 2008.
