Planning to relocate. Which is best place for family? Atlanta, Indy, or NC.?

You should be accepted everywhere you go. Race is still definitely an issue, but it's not so bad that you should base your entire decision on it. I think your best bet is Indiana. It's a great place and there's no big race issue. Cost of living is cheap, and it's centrally located in the US. Also you don't have to worry about hurricanes or other natural disasters.
